Role of the judiciary in controlling drug abuse in Manipur

Abstract
In a diverse state like Manipur, the judiciary has always played an
active role when it comes to dealing with all sorts of social menaces. Among such
social menaces drug abuse is one. Drug abuse has proved to be one of the most difficult
and challenging menace for our society. Manipur has been the vulnerable transit
point in international traffic in narcotic drugs as situated between two major
global sources of illicit drugs, the Golden Triangle (Thailand, Myanmar and Laos)
and the Golden Crescent (Pakistan, Afghanistan and Iraq). Heroin smuggled into
Manipur from these places is transported to U.S.A and other European Countries.
The menace of narco-terrorism is wreaking havoc in the adjoining valleys between
Moreh (Manipur) town and Tamu (Myanmar) and in the North Eastern States of India
and threatening peace and stability of our nation. The Judiciary of our country
has not been ignorant of this fact. With the help and coordination of
legislature by making laws for special courts to deal with the menace of drug
abuse, the Courts have also tried to make some significant changes in the
present scenario. This paper will try to find out how much role the judiciary can
play in order to curb this menace in Manipur and how far the Judiciary has been
sincere in their efforts to control the problem of drug abusers in Manipur. The
High Court of Manipur has emphasized the Government of Manipur to establish the
special court of NDPS at Lamphel, Imphal West, for a speedy trial.
