Shivaji was the supreme head of his government, with all powers-executive, legislative, military, as well as judicial-concentrated in his hands. A council of eight ministers assisted him in the Maratha Central administration- the ashtapradhan system. The ministers received new Sanskritized titles and their functions were purelyu advisory.
